Creates an instance of FileTypeOptions with default values.

Remarks
The default values will be particular to the version of Paint.NET that your plugin is compiled against, and will generally not change when a new version of Paint.NET is released. However, when you update or recompile your plugin, those defaults may change. These types of changes to the FileType plugin system are intended to be very rare.
You should write your code to call FileTypeOptions.Create() instead of FileTypeOptions1.Create()
to avoid any compile-time errors when these types of updates happen.
