GetYCbCrMatrixCoefficients(CicpColorPrimaries)

Gets the Y'CbCr matrix coefficients whose luma weights match these primaries, for use when encoding to a chroma-subsampled (4:2:0 / 4:2:2) format -- which requires a non-identity matrix. Primaries that have no dedicated H.273 matrix (e.g. Display P3) fall back to Bt709.

Remarks

The choice depends only on the primaries, which determine the luma coefficients; the transfer characteristics do not affect it. For a 4:4:4 (or lossless) encode, use Identity instead -- identity keeps the samples as RGB and is the only matrix valid without chroma subsampling.
