CanCreateColorContext
Gets whether an IColorContext (an ICC color profile) can be created for these code points: the matrix coefficients must be Identity, the video full range flag must be Full, and the primaries and transfer characteristics must both be representable as an ICC profile.

Remarks
Full range is required because an ICC profile cannot describe the narrow-to-full range expansion; a profile created for narrow-range samples would silently misinterpret them. A narrow-range encoding can still be the source of a color transform — see CanColorTransformFrom — because the transform path expands it to full range before applying the profile.
